हम जिला ................................................................., प्रांत.......................................................... के नागरिकों की ओर से आपको निवेदन कर रहे हैं - जैसा कि आपको विदित ही है कि हमारा देश चीन से मशीनरी, उपकरण इलैक्ट्रानिक्स, इलैक्ट्रिकल और अन्य उपभोक्ता वस्तुओं, टायरों, परियोजना वस्तुओं आदि के भारी आयात व उसके फलस्वरूप होने वाले व्यापार घाटे के कारण भयंकर संकट से गुजर रहा है। हमारे छोटे-बड़े उद्योग धंधे ही बंद नहीं हुए, बड़ी संख्या में हमारा युवा भी उसके कारण बेरोजगार होता जा रहा है। वर्ष 2015-16 में चीन से हमारा व्यापार घाटा 52.7 अरब डालर तक पहुंच चुका था, जो हमारे कुल व्यापार घाटे (130 अरब डालर) का 41 प्रतिशत था।

हमारे देश से व्यापार द्वारा भारी लाभ उठाने के बावजूद भी चीन भारत से लगातार शत्रुता का भाव रखता आया है। पाकिस्तान के अनाधिकृत कब्जे वाले भारत के भू-भाग में सैनिक अड्डे बनाने का काम हो, भारतीय सीमा का अतिक्रमण हो, कुख्यात आतंकवादी मसूद अजहर को अंतर्राष्ट्रीय आतंकवादी घोषित करने के अड़ंगा डालना हो, भारत के न्यूक्लियर सप्लायर ग्रुप (एन.एस.जी.) में सदस्यता की बात हो, या अरूणाचल प्रदेश समेत भारत के कई भू-भागों पर अपना अधिकार जताते हुए, भारत को बार-बार परेशान करने की बात हो, चीन के कुकृत्यों की एक लंबी सूची है। 

चीन के कारण हमारी अर्थव्यवस्था को होने वाले नुकसानों और उसके आयात के कारण होने वाली उद्योग बंदी व बेरोजगारी के मद्देनजर भारत की जनता द्वारा पिछले साल चीनी सामान के बहिष्कार के चलते दीपावली के अवसर पर चीनी माल की बिक्री पर 30 से 50 प्रतिशत का असर हुआ था। ,

जनता द्वारा इस ऐतिहासिक बहिष्कार और आपके नेतृत्व में भारत सरकार द्वारा पहले चीनी पटाखों के आयात पर प्रतिबंध और बाद में चीन से प्लास्टिक वस्तुओं के आयात पर रोक लगाने के कारण चीन से आने वाले आयातों में कमी के फलस्वरूप 2016-17 के प्राप्त आकड़ों के अनुसार चीन से व्यापार घाटा 2 अरब डालर कम रहने की उम्मीद है। चीनी स्टील पर भी आपकी सरकार द्वारा 18 फीसदी एंटी डंपिंग टयूटी लगाने का स्टील उद्योग पर बहुत अच्छा असर हुआ है।

पिछले वर्ष के चीनी बहिष्कार के अभियान को जारी रखते हुए, स्वदेशी जागरण मंच ने वर्ष 2017 को ‘चीनी वस्तुओं और कंपनियों के बहिष्कार का वर्ष’ घोषित किया है। इस वर्ष के अभियान के पहले चरण में स्वदेशी जागरण मंच के कार्यकर्ताओं ने देश भर में आमजन से हस्ताक्षर करवाते हुए युवाओं के रोजगार को बचाने हेतु चीनी माल के बहिष्कार का संकल्प करवाया है। देश भर में एक करोड़ से अधिक लोगों ने हस्ताक्षर किए हैं। इस हस्ताक्षर अभियान को देश भर में भारी समर्थन प्राप्त हुआ है, जो यह प्रदर्शित करता है कि भारत की जनता का यह स्पष्ट अभिमत है कि चीन का सामान नहीं खरीदा जाये। चीन से आयात कम हो व व्यापार घाटा खत्म हो, ऐसी समस्त देशवासियों की इच्छा है। 

 हमारे जिले में चीनी माल के बहिष्कार हेतु संकल्प-हस्ताक्षर अभियान की समाप्ति पर स्वदेशी जागरण मंच समस्त देशवासियों की ओर से सरकार से यह मांग करता है कि -

1. भारत सरकार द्वारा अमरीका के ‘बाय अमेरिकन एक्ट 1933’ की तर्ज पर ‘बाय इंडियन एक्ट’ बनाया जाए, जिसके आधार पर समस्त सरकारी खरीद में विदेशी माल को प्रतिबंधित कर अनिवार्य रूप से भारतीय साजो सामान को खरीदने की ही शर्त हो।

2. जैसा कि यह एक स्थापित सत्य है कि चीनी माल घटिया होता है और अन्य उत्पादों में जहरीले रसायन मिले होते हैं एवं उनके माल की कोई गारंटी भी नहीं होती, इसलिए यह जरूरी है कि सरकार मानक (स्टैंडर्ड) बनाकर उनके घटिया माल को प्रतिबंधित करे, ऐसा प्रावधान विश्व व्यापार संगठन के नियमों के अंतर्गत उपलब्ध है और लगभग सभी देश ऐसा कर रहे हैं।

3. चीन से रिज़नल कांप्रिहेंसिव इक्नॉमिक पार्टनरशिप (आरसेप) सहित किसी भी प्रकार का नया व्यापार समझौता न किया जाए।

4. अत्यंत दुर्भाग्यपूर्ण है कि एक ओर चीन देश के लिए तरह-तरह से मुश्किलें बढ़ा रहा है और  केंद्र और राज्य सरकारें चीनी कंपनियों से कई प्रकार के निवेश समझौते कर रही हैं। वे यह कहने से भी हिचकिचा नहीं रही कि वे चीनी माल के आयात को तो सही नहीं मानती लेकिन चीनी निवेश का स्वागत कर रही हैं। कई राज्य सरकारों ने तो इस प्रकार के निवेश के लिए विविध सम्मेलन भी आयोजित किये हैं। इस प्रवृत्ति पर रोक लगनी चाहिए और चीन से किसी भी प्रकार का निवेश समझौता नहीं किया जाना चाहिए।

5. कई निजी कंपनियां भी चीनी कंपनियों के साथ साझेदारी कर रही हैं, जिसके चलते बड़ी संख्या में हमारा व्यापार और उद्योग चीनी कपंनियों के कब्जे में आता जा रहा है। हमें यह नहीं भूलना चाहिए कि अधिकांश चीनी कंपनियां चीनी सरकार के आधिपत्य में हैं, जिसके कारण युद्ध की स्थिति में हमारा समस्त व्यापार और उद्योग संकट में आ सकता है। भारतीय कंपनियों में चीनी निवेश को प्रतिबंधित किया जाए।

6. चीनी कंपनियां बड़ी संख्या में सामरिक दृष्टि से संवेदनशील एवं महत्वपूर्ण ठिकानों, जैसे उत्तर पूर्व के राज्यों, सीमा क्षेत्र आदि पर ठेके (कांट्रेक्ट) लेकर अपनी उपस्थिति बढ़ा रही है। चीनी कंपनियों को भारत में निविदा (टेंडर) डालने के लिए प्रतिबंधित किया जाए।

We, the representatives of Swadeshi Jagran Manch, On behalf of the citizens of District

submit as under :

As you are aware, our country has been suffering due to heavy imports of various commodities including machinery, electronic and electric equipments, other consumer goods, tyres, project goods, services etc. from China and consequent huge trade deficit. This has led to closure of millions of small businesses causing huge unemployment of our youth. The trade deficit with

China had reached $ 52.7 billion in 2015-16, which was 41 percent of our total trade deficit (130 billion dollars).

Even after enjoying enormous advantage from huge Bhartiya market, China has been consistently keeping the sense of enmity with India. Actions of China against Bharat include building military bases in Pakistan Occupied Jammu and Kashmir (POK), infringement of the Indian borders, using its veto against declaring notorious terrorist Masood Azhar as an international terrorist and blocking India's entry into Nuclear Suppliers Group (NSG), staking claim over many areas of India including Arunachal Pradesh and cause repetitive harassment to India. China's waywardness never ends.

In view of the economic disasters and unemployment caused by heavy imports from China on the one hand and misdeeds of China on the other, last year people from all nooks and corners of India decided to boycott Chinese goods, and as a result sale of Chinese goods was affected to the tune of nearly 30 to 50 percent on the occasion of Deepawali.

This historic boycott by the public and endeavour of the present government under your leadership, banning the import of Chinese firecrackers and subsequently import of plastic items from China, imports from China, which were showing upward trend till recently, have come down and as a result, trade deficit from China is down by $2 billion in 2016-17. Imposition of anti-dumping duty by 18 percent on Chinese steel has also had a good effect on Indian steel industry.  Keeping in view the huge public response to ‘Chinese boycott campaign’ last year, the Swadeshi Jagran Manch has declared the year 2017 as 'Year of the boycott of Chinese goods and companies’. In the first phase of this year's campaign, the Swadeshi Jagaran Manch organised a signature campaign, under which more than one crore people have already undertaken pledge to boycott Chinese goods to save the employment of our youth. This signature campaign has received huge support across the country, which demonstrates that the public sentiments are against Chinese goods. People clearly want that Chinese imports need to be curbed to save the country frommounting trade deficit with China.

On the conclusion of ‘Sankalpa’ Signature Campaign making a pledge for boycotting Chinese

products, Swadeshi Jagran Manch, on behalf of citizens of Bharat, demands –

1. Government should enact ‘Buy Bhartiya Act’ akin to ‘Buy American Act’, 1933, to make it

mandatory for the government to purchase only Indian goods and restrict foreign goods in

government procurement.

2. It’s an established fact that Chinese goods are of poor quality and contain toxic ingredients,

and lack guarantee. Therefore it is essential that government makes ‘standards’ and restricts

sub-quality products from China and other parts of the world. These flexibilities are available

under rules of World Trade Organisation (WTO) and most of the countries are using these

provision.

3. No new trade agreements should be made with China including Regional Comprehensive

Economic Partnership (RCEP).

4. It is unfortunate that on the one hand, China is constantly escalating problems for the country;

and central government and state governments are entering into various investment agree-

ments with Chinese companies. They even do not hesitate in saying that though they do not

approve of increasing imports of Chinese goods, however investment from China is wel-

come. Some state governments are even organizing conventions to attract Chinese invest-

ment. This trend needs to be curbed and no new investment agreement should be made with

Chinese companies.

5. Many private companies are also entering into partnership with Chinese companies, through

which our trade and industry is being fast captured by Chinese companies. We should not

forget that most of the Chinese companies are under the control of Chinese government.

This increasing dependence on Chinese companies, may lead the country’s security, trade

and industry into deep trouble in the event of war. Therefore we need to prohibit Chinese

investment in Indian companies.

6. Chinese companies are fast increasing their presence in sensitive regions, especially North-

Eastern states, border states etc. by winning contracts, which present a security threat to the

country. Therefore Chinese companies be debarred from filing tenders for contracts.
